The Race to the Top program is authorized under the American Recovery and Reinvestment Act of 2009 (ARRA). Race to the Top is a competitive grant program to encourage and reward States that are implementing significant reforms in the four education areas described in the ARRA.

  1. Enhancing Standards and Assessments
  2. Improving the Collection and Use of Data
  3. Increasing Teacher Effectiveness and Achieving Equity in Teacher Distribution
  4. Turning Around Struggling Schools

The U.S. Department of Education will make awards in two phases, with Phase 1 funding awarded in spring 2010 and Phase 2 funding awarded by September 30, 2010.

Governor Brewer assigned the P-20 Coordinating Council the task of developing a competitive application for Race to the Top funds for Arizona. The Governor also appointed Dr. Deb Duvall, former Mesa Public Schools Superintendent, as the Director of the Race to the Top application process. The P-20 Coordinating Council members and other individuals made up four sub groups, each being assigned one of the four education areas listed above. The recommendations of the sub groups went back to the P-20 Coordinating Council for inclusion in the final grant application.

Arizona submitted their Race to the Top application on January 19, 2010. Many local education agencies (LEA) or school districts filed an application with the state to indicate their interest in participating if Arizona receives a Race to the Top grant.

AEA is providing links to documents that have been developed throughout this process. Some of the documents are state documents and some are federal documents. We hope you find this information helpful in understanding the process and becoming familiar with the Arizona Race to the Top grant application.

AEA will continue to add tools to this webpage to assist locals as they work with their school districts to develop and implement Race to the Top components.
