Arizona schools operate in a complex system of economic, political, and social forces. Public education is both shaped by those forces and an influencer of them. In 2003, the Citizens' Finance Review Commission studied the relationship between Arizona's fiscal policies and the state's economy. The AEA presented its analysis and recommendations in Setting a New Course for Arizona's Fiscal Future: A Principled and Strategic Approach to Economic Growth and Development.
